The best projects on a state scale can be considered to be the ones in which as many people as possible participate, which can occupy the greater part of the laboring population of the country.
One of the most important results of the realization of such a project, in addition to its direct economy benefit, can be considered to be the engagement and enthusiasm of the people fulfilling together some sort of purpose. Enthusiastic captivation and joint participation in a grandiose project force, one to work purposefully on its realization, where each person recognizes and considers himself to be a necessary particle in the execution of the grandiose whole.
The digging of canals over the greater part of the territory of the country is just such an example of a project yielding great returns both economic as well as - and this is no less if not more important - of a psychological nature.
THE DIGGING OF CANALS THROUGHOUT THE ENTIRE COUNTRY
1. Make a semi-circular table with 4 legs.
2. On it, make a model of the seacoast and flat "country" with mountains rising up over it.
3. Sketch on the earth, the "country," lines of canals running at straight angles.
